Bill H3548 – 13 Weeks Unemployment Benefit Extension For High Unemployment States

The past year has been a bad one for the American worker.  Because of the 2008 financial crisis and ensuing recession – millions of Americans have lost their jobs.  The current national unemployment rate is 9.7% as of Sept 4.  While many workers will find new jobs within the time period of existing employment benefits – many more will run out of benefits before finding a new job.

On September 22, the House passed legislation called Bill H3548 which will allow any states with a total unemployment rate (TUR) of 8.5% or higher to be eligible for federal funding which will allow 13 more weeks of extended unemployment benefits for those people who have exhausted all the current benefits.

This move was made as part of the ongoing 2009 stimulus package which is designed to help the economy recover as quickly as possible and for long term unemployed people to be able to keep paying the bills while they look for work.

Which states are eligible for these benefits?

The eligible states are:

ALABAMA, ARIZONA, CALIFORNIA, FLORIDA, GEORGIA, IDAHO, ILLINOIS, INDIANA, KENTUCKY, MAINE, MASSACHUSETTS, MICHIGAN, MISSISSIPPI, MISSOURI, NEVADA, NEW JERSEY, NORTH CAROLINA, NEW YORK, OHIO, OREGON, PENNSYLVANIA, RHODE ISLAND, SOUTH CAROLINA, TENNESSEE, WASHINGTON, AND WEST VIRGINIA. PLUS THE DISTRICT OF COLUMBIA AND PUERTO RICO.

When can I get these extra benefits?

At the moment this bill has not become law (as of Sept 24).  The senate still has to approve the bill and it is unclear how long it will take.  It is anticipated that the bill will pass Senate but it might take a while.

Keep in mind that the previous extension (Extended Benefits) required state law changes since EB is a joint federal and state program. EB required a change in federal law and then required state laws to be amended.  The legislation that recently passed the House (H3548) is an extension of Emergency Unemployment Compensation (EUC). This does not require state law changes so it won’t require the state legislature to change state law.  This means that it should take less time to get this extension than the previous one.

How much unemployment benefits are available now?

Most states have a basic amount of 26 weeks (6 months) of employment benefits plus any extra weeks available because of various unemployment rate triggers.  These are funded by the states and/or the federal government.

I was briefly watching the US Senate today on cspan, and while they were at recess it would show what issues were to be addressed this week and coming up as well, and i did not even see anything related to unemployment. This is very discouraging as myself I’am going on over a month without any check, and i have a young one to tend for. This is soooo ridiculous i emailed the senators in my state and other various states and none have addressed the issue if it will be an issue coming up this week or not. why do they keep lying to us when we all depend on it for our lively hoods? keep the faith though and keep pressuring your own senators on the issue, they have to get tired of us eventually!

I have been unemployed for over a year. I depend on unemployment to pay my mortgage. This is a domino effect. Because I will not be able to pay my mortgage, I could possibly lose my home. Then where am I going to be. I have no one that can step in and help. This is just a mess. I really do not feel that our President cares about the middle to lower income families who struggle day to day to just put food on the table. Please pass this so I can feel secure for at least 3 more months in my home.

as a low income family pays for their morgage with a fixed rate they
keep getting raises and raises. why can’t low income familys 50.000
and less get grants for total solar panel installation this 700 to 900
power bills they get could be used to by clothing food soda appliances
for there homes this will all stimulate the econmy somehow . Oh well
i am just another statistic that will lose my home before next year

NY Senate extended unemployment benefits for that state only. Please stop posting misinformation on this site. This insensitive and unconcsionable delay of passing this bill by the US Senate is a serious matter that is adversely affecting millions of people.

New York can?t extend unemployment benefits in anticipation of anything until the bill is SIGNED into law by the President. Some Reporter jumped the gun and printed that story a day or 2, too soon but NY can?t do what you said legally.

I have been calling all around the Senate to find out if this bill will be passed today. My benefits ran out this week. The bill was put to a vote yesterday and Rep. Sen. Jon Kyl voted not to vote on it because the Rep.’s wanted to make changes to the bill. Meanwhile people are running out of time. I encourage people to call their senators through the senate switchboard – 202-224-3121. As well as to call the Rep. Sen. Kyl’s (Senate Minority Whip {#2 Rep.}) office to let him know this needs to be voted on TUESDAY, no later. You can also call the Senate Minority Leader – Sen. Mitch McConnell 202-224-2541 to urge him to get the job done. Another phone call could be made to the Senate Majority Leader – Dem. Sen. Harry Reid 202-224-3542. Sen Reid was the one who pushed for the vote yesterday. Call around – Make your voice count.

The current extension that I am on expires the first week of January. If I am still unemployed at that time, does that mean that I am screwed out of luck for applying for any of the HR3548 extensions or other extensions? I’m confused about the actual dates and details of HR3548, especially since they are still amending them in Congress. Any help appreciated!!!

What about the ones who are still unemployed since Feb 09. And still can’t find work they are still leaving us out. They should extend for all people that are struggling. Obama needs to do another stimulus for the ones who are still out of work and extend the unemployment for everybody.

Anything that comes into customs from another country, that could be and should be made here in the U.S. should be taxed way way more than it is.

They are constantly postponing this bill, at a time when it is critical to pass. We are desparate and out of resources to feed our families, keep the utilities on and many are homeless or getting evicted at this point. I have been without a check since July 30, 2009 and out of work since May 2008. Nonetheless, I am diligently looking for work any work and yet nothing not even an interview. I am in my fourth year of college and I am getting depressed as this was my last attempt to make myself more marketable and may not be able to continue with my online studies as I have received shut off notices for both utilities and internet/phone providers. That means all of my hard work is down the drain and how can a potential employer reach me now???? These opposing Senators are not moving forward; their excuses are we need more time to review, we need a CBO report and we need to make amendments, we don’t want to tax employers. Well, guess what, you have had ample time to address these issues and come up with a better plan to pass this bill with swift passage as the emergency that it is. Yet, you have taken break after break and even given yourselves a raise. Oh, and cash for clunkers should never take precedence over starving families right here in American, especially of the working class. We have paid taxes for decades and worked hard to help this nation grow and this is what we get in return when we need you the most?? Senate wake up. You can not just sweep us under the rug, as we are growing in numbers of 7,000 each week. I am a mother of 4 children with a husband who has been fighting the Social Security Administration for 6 years . I have been unemployed for well over a year now . My benefits ran out in August . I am really starting to get irritated with what is going on. I am a full-time college student who has been unemployed since my company went bankrupt in May of 2007. They offered us schooling, which I took. They pay for tuition, books, and gas mileage and we were promised to get unemployment or TRA benefits throughout the duration of our schooling. Well, I just found out that my TRA benefits end at the beginning of November and I don’t graduate until December. So, if they don’t pass H3548 soon, I will be without a way to pay all of my utilities and pay for food. I don’t understand why but for some reason, the Department of Human Services thinks that $227 per week in unemployment is too much to receive food stamps and I am buying for 3 people plus paying all utilities. The only bill I don’t pay is the mortagage because it is my father’s house but if I don’t get this extension, everything will get turned off because he barely gets paid enough to make the mortgage and has nothing left for food or anything else. If my internet gets turned off, then I won’t be able to complete my online classes and will fail. If I fail, then the Illinois Worknet will want all of their money back for the last 2 years or so. Where am I supposed to get that? PLEASE VOTE H3548 in TODAY!!!!!!!!!! Give the poor at least another 3 months of assurance that they will not lose there power or phone or internet or the ability to buy food. WE NEED THIS BILL TO PASS ASAP!!!!!!!!!!!

October 24 Update: Reports indicate that unemployment legislation will be on the agenda for the Senate next week, but there is no timeline for a vote on legislation that would extend unemployment benefits for the 2 million workers who are running out of unemployment. This week, Senator Tom Harkin (D-IA), Chairman of the Senate Health, Education, Labor and Pensions (HELP) Committee, and Senators Reed (D-RI), Shaheen (D-NH), Schumer (D-NY), Stabenow (D-MI), Menendez (D-NJ), Cardin (D-MD), Brown (D-OH), Casey (D-PA), Webb (D-VA), Klobuchar (D-MN), Kaufman (D-DE), Franken (D-MN) and Kirk (D-MA) called for the immediate passage of legislation that will extend unemployment insurance for the nearly 2 million Americans who will exhaust their benefits by the end of the year.

The pending legislation would extend unemployment insurance by up to 14 additional weeks for jobless workers in all states and up to 20 weeks in states with unemployment levels at or above 8.5%.

That is good for the ones who are getting and exten. But they need to exten. it for everybody I have been without a job since dec 2007. How do I do that since it was with my old job that I lost in dec 07. I haven’t had a job since then to draw unemployment. But I hope they just exten for all cause we all need it. It doesn’t make since to keep giving our money to the rich and they keep messing up.

I haven’t had a job since September 07, but after my 26 weeks ran out I went under extensions and then went under TRA. It ran out this month. What you need to do is open a new claim and then file each week. They don’t if you are working or not so you have to keep filing so they can have a paper trail even though you don’t receive a check. Each state may be different so just call the claims office and get the facts.

I am in the same position you are in. I started school in January of 2009. I have another year to go and my benifits are scheduled to stop in Feb 2010. I don’t know what to do either. I am on the WIA program and it covers my tuition. I have applied for a pell grant and maybe you would qualify too. Give it a shot, it can help to keep the bills paid for awhile. Alabama pell grants are $2675.00 a semester.

I have been looking for work since 3/2008 and am still looking! I trained to be an EKG tech after layed off in 2007….but they don’t tell you that you need experience to get a fulltime job. Without any experience, it’s only on-call and you can’t live on that. Still the schools are ready to take your money. By the way, pharmacy tech and phlebotomy tech jobs are the same….no experience, only on-call positions available!

As for unemployment, mine runs out this month. Bills have to be paid, especially my health insurance (as I have health problems) and we know the credit cards aren’t giving any breaks. Winter is coming, the holidays are coming and there is no way to deal with either one. If I’m lucky, my mom will let me put my name (along with hers) on the gift tags again. She let me do that last year, but everyone knows the truth, they just don’t say anything.

Too bad the government didn’t give those billions of dollars to us instead of the banks, etc. We could have paid our outstanding bills, helped the economy and not be in this god awful situation!!!

It’s time to rethink voting the same representatives and senators back into office!!! If they won’t help us, get rid of them and keep voting in new people until government gets the idea!

I don’t see any reason why you wouldn’t. The rate they are going it may not be passed in January.

well iam on my last week of eb extension. now ill be like millions
of other out of work people with know income and on the way to
not being able to pay my bills. if the h3548 isnt passed soon alot
more people will be homeless me for one. after all these years of
working hard for a home now i may lose it all because congress
just dont care what happens to the lower class people. its time for
a change in our goverment. get off your butts and work for the
people and not aginst them.

Here is an update on the unemployment bill for everyone

October 28 Update: The Senate is moving closer to voting to extend unemployment insurance. The Senate agreed on an 87-13 procedural vote Tuesday to bring the measure to a final vote which should happen this week.

The National Employment Law Project has clarified who would be covered by the extension:
If you have exhausted your full range of federally funded benefits before the passage of this bill, you WILL be eligible for these additional weeks… However, in another important aspect, the bill is NOT retroactive. You will not receive a lump sum payment dating back to the time when you exhausted benefits. The benefits will only be paid going forward.

Will this bill be passed next week My UI Teir #3 exhausted about a month and half ago, I am in college and still can’t find work, we moved to Savannah GA last year to find jobs my husband and I he found work and I was getting my UI from NJ now we don’t have enough money to help with the bills we’re struggling.

Yes, this bill should be voted on by midnight Tuesday and then back to Congress. Congress knows about the amendments as is and will accept as long as there are no additional amendments added to the bill, looking good. Then off to the president and about a week or so later you will receive a letter. You don’t need to re file, that may mess you up, you will be contacted; everyone who ran out of benefits in 2009 prior to the bill signing will be eligible for either 14 weeks or 20 weeks. The amount of weeks depends on whether your state reached 8.5 % unemployment rate or higher for three consecutive months. You can check on the government website. You can also read updates at http://www.unemployedworkers.org and I wish you all the best of luck. BTW – I ran out in July so I know what you are going through with, also I am in my fourth year pursuing a Bachelors Degree. So, good luck and God bless….. I hope this helps ease your pain a bit.

The actual vote was called by Reid, Monday 02, @ 500.
This is so he hopes (HOPES) it will clear/pass by TUES midnight.
Then it goes back to the house and then the President.
This has been prolonged due to the fact there were 12 amendments added to this, the house may have taken a month or more to go over each and every one of them or strike the whole bill and start over.
Reid had to call a cloture motion in order to get it cleaned up, they have it now down to 2 amendments, (home buyer/owner tax credit and an employer tax credit)

Everyone qualifies for this extension, IE its an Emergency Unemployment Extension.

It even covers all 50 states now for 14 weeks at least.
