Illinois Unemployment Benefits Extension – Bill H3548 Gives 20 More Weeks

Long term unemployment is not something that anyone should have to deal with.  Unfortunately in today’s economy there are more and more unemployed people everyday.  The economic slowdown has been going on for a couple of years with mounting job losses to show for it.  One of the tragic byproducts of an increasing unemployment rate is the large number of people who have been unemployed long enough to run out of the available benefits.

In Illinois the damage to the economy has been significant over the last year or two and this is seen by the unemployment rate which currently sits at 11.0% in October which is up a full half percentage point from 10.5% in September.  The increasing unemployment rate is an indicator that there are less and less jobs which makes it harder for people who were laid of quite a while ago.  The other problem is that long-term unemployed are competing against other workers who haven’t been off as long and might be more attractive to employers.

The good news is that there have been several unemployment extensions and the latest via Bill H3548 is probably not going to be the last.  These extensions are part of the stimulus package for 2009 funded by the federal government.  As many as 40,000 Illinois unemployed would have lost their benefits by the end of the year without Bill H3548.  This bill adds 14 weeks for all states and 20 weeks for states with an unemployment rate higher than 8.5%.

Currently in Illinois the following benefits are offered:

  • EUC Tier 1 – 20 weeks  (7 weeks plus 13 weeks)
  • EUC tier 2 – 14 weeks (used to be 13)
  • EB  – 20 weeks
  • EUC tier 3 (new with bill H3548) 13 weeks or 19 weeks (if > 8.5%)

This adds up to a total of 99 weeks.

For information on how to extend your benefits then please visite your state unemployment website or office.  To be eligible you need to exhaust your benefits by the end of the year (2009).  Because the latest bill has increased tier 2 by 1 week this could affect your eligibility for the extension.  According to NELP (National Employment Law Project) there would have been around 1 million Americans who run out of benefits in January of 2010 and 3 million by March 2010.  Current benefits are in Illinois are a maximum of $559 per week for someone who is married with kids.  Someone single would be eligible for a maximum of $410 per week.

Rep. Debbie Halvorson (IL-11) who voted to pass bill H3548 otherwise known as the Emergency Unemployment Compensation Extension Act had this to say:

”All across our district our friends and neighbors are in danger of losing their unemployment benefits, and our economy is struggling to recover, this bill is a big step in turning that around,” said Halvorson. “By extending these benefits we are helping our communities today so they can be stronger and more prosperous tomorrow.”

Kentucky Unemployment Benefits Extension – 20 More Weeks With H3548

Like most states, Kentucky has been hit hard by the financial meltdown of 2008 and subsequent economic slowdown and recession.  Many jobs have been lost and for some unlucky people – it will be a long road back to employment.  The national unemployment rate has been rising steadily over the last few years and has recently broken the 10% barrier and sites at 10.2%.

Kentucky, the “Bluegrass State” hasn’t been spared from the economic damage.  The most recent unemployment rate in Kentucky was 11.2% in October which was up 0.3% from 10.9% in September.  Among those unemployed are significant numbers of people who have been unemployed long enough to either exhaust their unemployment benefits or come close to exhausting them.

To counter the problem of long-term unemployed running out of benefits the federal government has funded several benefit extensions.  These are mainly funded as part of the economic stimulus package for 2009.

Bill H3548 has been passed and put into law – this will allow all states an extra 13 weeks of employment benefits as well as another 6 weeks if the unemployment rate is higher than 8.5%.  It also increases the Tier 2 EUC benefits from 13 weeks to 14 weeks.  In total – this bill will add 20 weeks of unemployent benefits for long-term unemployed people in Kentucky.

The extended benefits pay 54 percent of the person’s original unemployment compensation for the first week, 50 percent for the next 13 weeks and 24 percent for the final six weeks.
Unless Congress acts, the federal extensions will phase out at the end of the year. Residents will continue receiving benefits for their current tier in 2010, but will not be able to move the next tier. There are four federal tiers, each lasting from six weeks to 20 weeks.

What to do – Kentucky
Those who may be eligible for the 20-week extension will receive letters from the state Office of Employment and Training with instructions on claiming the benefits. Residents will be able to file a claim in about two weeks, according to state officials, and claiming early will not result in receiving checks sooner.

2009 IRA Contributions Limits – Roth And Traditional

This article covers all the contribution limits and rules for Roth IRA accounts as well as Traditional IRA accounts.  If you plan to contribute to your IRA accounts then it is important to know how much you can contribute.

The over 50 rule applies to anyone who turns 50 (or older) during the year.  The idea of this rule is to allow older people to “catch up” on their contributions if necessary.

If you are over the income ceiling for the traditional Ira then you can still contribute, but you won’t get the tax deduction.

Any IRA contribution room has to be used by Apr 15 of the following year or the contribution room is lost.

The basic difference between a traditional IRA and a Roth IRA is that the Roth IRA does not get a tax deduction on contributions whereas the traditional IRA does.  Withdrawals from the ROTH IRA will be tax free whereas withdrawals from the traditional IRA are considered as income.

Don’t forget the Roth limit applies to all Roth accounts regardless of the name.  You can’t contribute $5k to your Roth IRA as another $5k to your traditional Roth.  The total of all contributions can’t exceed $5k.

Keep in mind that you can make a previous year contribution up until Apr 15 of the following year so if you make a contribution from Jan 1 – Apr 15 you have to designate if that contribution is for that year or the previous year.  Any contributions made after Apr 15 will be automatically be considered for that year only.

How do you calculate the IRA income phase?

The way the income phase out works is that if your income is less than the floor then there is no phase out – if you make the ceiling or higher then your contribution room is completely phased out.  If your income (modified adjusted gross income) is in between the floor and the ceiling then use the following equation to figure out your contribution limit.

(ceiling – your income) / (ceiling – floor)  * limit

Where “ceiling” is the top of the phase out range and “floor” refers to the bottom of the phase out range.

So for example if you are single then in 2009 your contribution limit is $5,000.
The phase out floor is $105,000 and the phase out ceiling is $121,000
If you made $105,000 or less then your contribution limit is $5,000
If you made $121,000 or more then your contribution limit is zero.

If you made between $105k and $121k then use the formula.  Let’s say someone made $110k.

The formula is
(ceiling – your income) / (ceiling – floor)  * limit
or
($121,000 – $110,000) / ($121,000 – $101,000) * $5,000
which comes out to $2,750.

$250 stimulus check in 2010 for Social Security Recipients

President Obama has recently announced that there will be a one-time $250 stimulus check in 2010 to recipients of Social Security.  This bonus check is part of of his ongoing effort to stimulate the economy out of recession.  Please note that Congress has yet to approve this bill.

[Edit – This check was supposed to have been paid out in the first quarter of 2010.  Given that the first quarter just ended and there is no check it looks like this issue is dead and there will be no $250 stimulus check in 2010.]

New Jersey Unemployment Benefit Extension Information

The state of New Jersey has been hit quite hard by the current economic downtown and state unemployment levels have been rising.  The unemployment rate in NJ is now 9.7% (up from 9.3% prior to August) which is coincidentally the same as the national average.  New Jersey has lost 155,700 jobs since December 2007, when the jobless rate was 4.5 percent.

As a result of these  high unemployment rates New Jersey state has qualified for unemployment benefit extensions which were introduced as part of the 2009 stimulus package.

Unemployment benefits currently available in New Jersey

At the moment there are a total of 79 weeks of unemployment available:

  • Initial unemployment benefits (UB – 26 weeks) – These are the regular unemployment benefits which are available regardless of the economy.
  • Emergency unemployment benefits Tier I (EUC Tier I – 20 weeks)
  • Emergency unemployment benefits Tier II (EUC Tier II – 13 weeks)
  • Emergency benefits will be paid by the same method as the regular benefits (direct deposit or check).
  • Extended benefits (EB – 20 weeks)
  • 13 weeks from bill H3548 – Note that this has not passed yet.


The past year has not been very good for a lot of American workers.  Because of the 2008 financial crisis and recession – millions of Americans have lost their jobs.  The current national unemployment rate is 9.7% as of Sept 4.  While many workers will find new jobs within the time period of existing employment benefits – many more will run out of benefits before finding a new job.

On September 22, the House passed legislation called Bill H3548 which will allow any states with a total unemployment rate (TUR) of 8.5% or higher to be eligible for federal funding which will allow 13 more weeks of extended unemployment benefits for those people who have exhausted all the current benefits.  If this bill is passed then New Jersey would qualify for another 13 weeks of extended benefits.

Cash For Appliances – List Of Eligible Appliances For Rebate

After the quick success of the Cash for Clunker old car trade-in program, the government is now planning a similar rebate plan for your old appliances.  Simply put – there will be cash rebates ($50 to $200) available which can be applied if you buy new appliances with an Energy Star seal.  The main difference with this program is that unlike the Cash for Clunker program you don’t have to trade in your old appliance to get the rebate.  So if you want to move your grandfather’s old 1950’s fridge out to the garage then this program won’t interfere with those plans.
